Please complete the Supplemental Google Doc Form. Next, create an Arbiter account and complete an Arbiter registration.  You will need a valid credit card and your own unique email address.  The 2024 registration fee is $120.00 which will be charged to the credit card provided. Once your registration has been received, NCSRA will send you a follow up email to validate your email and provide further information on the certification process. Create a free account in the US Soccer Learning Center (USSF).  Instructions on how to do this can be found from this link:  Learning Center Account Set Up Instructions. To access the Learning Center and create your account use this link: Create a Learning Center Account.  Please use the same email that you used for your arbiter account as the primary email.

Complete the online USSF 1st Time Referee Course, approximately 4.5 hours in length.  This course is separated into 4 sections, so you can complete 1 section at a time.  Once all 4 sections are completed, please email the certificate of completion to the NCSRA office at ncsra@ncsoccer.org . YOU MUST COMPETE STEP 2, CREATE A LEARNING CENTER ACCOUNT, BEFORE COMPLETING THIS COURSE.  The USSF 1st Time Referee Course can be accessed from this link: USSoccer Referee Course

Complete the online Safesport Training Course, accessed through the US Soccer Learning Center Safeguarding Page.  Log in to your Learning Center Account and from the landing page, select "Safeguarding" and then select the Safesport Training.  Once completed, please email the completion certificate to the NCSRA Office at ncsra@ncsoccer.org. We (NCSRA) will run your required Background Check.  You DO NOT have to take the Background Check on the US Soccer Website and pay the additional $30, as this is included in your NCSRA registration.  

 Complete the online Safe and Healthy Playing Environments Course, accessed through the US Soccer Learning Center Safeguarding Page.  Log in to your Learning Center Account and from the landing page, select "Safeguarding" and then select the Safe and Healthy Playing Environments Course.  Once completed, please email the NCSRA Office at ncsra@ncsoccer.org to confirm completion. Any issues locating your US Soccer Learning Center completion certificates, please contact NCSRA Administrator Erick Varone at michaelsofficial14@gmail.com and he can assist.  

Complete either an in-person on-field training session or an online interactive webinar session via zoom.  On-field sessions will be scheduled across the state throughout the year.  If you are not available for an in-person session in your area, there will be at least 1 webinar session via zoom scheduled each week.  All upcoming training sessions will be posted on our website, www.ncsra.org, under the "Referees Tab" labeled "Referee Training Sessions" and will also be mass emailed out once scheduled.  There is no additional fee to attend either an on-field and/or zoom session, as they are all included in your registration fee.  To be assigned to a training session and receive additional information, please contact NCSRA Administrator Erick Varone.

The last 2 requirements to complete your certification are the NCYSA Policies and Procedures Tutorial (10 minutes or so in length) and the 2024 NCSRA New Referee Test (50 questions).  Links to both of those are below.  For the New Referee Test, please use the exact 1st name, last name and email you used to set-up your arbiter account when registering for the test, as that will ensure you receive credit for the test completion.  70% is the passing score for the test.  If you do not get 70% or higher, you will be able to take the test again as needed.
