Upgrade Declaration and Registration Process
If you are seeking to upgrade in North Carolina as a USSF
referee please read the material below and then click on the upgrade
link if you qualify to continue. NCSRA encourages all referees who are
eligible to upgrade to attempt the process and there is no longer a
charge to upgrade or a fee for upgrade assessments.The first step in
seeking an upgrade, after reading the material below, is to complete the
upgrade registration process which can be accessed through the link
below or from the registration dashboard on the USSF NC Central
Hub.Before clicking on the Upgrade Link below or accessing the
registration through the registration dashboard you should do the
following:
If you do not already have a professional looking photo
of yourself in your Arbiter record prepare a file containing one for
upload as a photo is required of all referees seeking upgrade. A jpeg
file is the best format. You will have an opportunity during the upgrade
registration to upload a photo if you do not already have one.
Prepare a game log showing your counting games in
Excel format. If you do not already have one prepared click the game
log link to find the forms and archived games which will help you create
one.

This registration process is for those referees who would
like to upgrade from Referee Class 2 (08) or above and are presently
registered with US Soccer through North Carolina. In order to proceed,
you must have met the minimum prerequisites to begin the process. The
minimum prerequisites are set forth below. If
you do not already meet those criteria at this time please do not begin
the upgrade registration process.Return again when you have the minimum
prerequisites met.
For Upgrade from Referee Class 2 (08) to Referee
Class 1 (07) the minimum prerequisites are:

You are at least 17 years old.

You have officiated as the center official with or
without neutral assistant referees at least 75 US Soccer affiliated
matches. All of these games must have been officiated using the
diagonal system of control. These games do include small sided
matches. Hover, at least 15 of these games must have been at the
U-15 or higher level.

You have officiated as an assistant referee (carried
a flag) in at least 25 US Soccer affiliated matches.

You have been registered as a Referee Class 2 (08)
grade referee for at least 12 months.
These are the minimum prerequisites to begin the upgrade
process from 8 to 7.To successfully complete the process once you have
finished this registration, you will need to achieve the following.
Complete and pass a physical fitness test.The test
standards are specified in the Administrative Handbook which is posted
in the upgrade area of the USSF-NC NCSRA Central Hub website.
Complete and pass an evaluation by an assigned assessor
on an U-17 or above match as the referee.
Complete and pass the referee exam with an 85% score or
higher.
For Upgrade from Referee Class 1 (07) to State
Referee Class 2 (06) the minimum prerequisites are:

You are at least 18 years old.

You have officiated as the center official with or
without neutral assistant referees at least 100 US Soccer affiliated
matches at the U-18 or above competitive level (No recreational
games). All of these games must have been officiated using the
diagonal system of control. Any games at or above the U-18 level
that were counted towards your earlier upgrade can be included in
the 100 game count required here.

You have officiated as an assistant referee (carried
a flag) in at least 25 US Soccer affiliated matches at the
competitive U-18 or higher level.

You have been registered as a Referee Class 1 (07)
grade referee for at least 12 months.

These are the minimum prerequisites to begin the
upgrade process from 7 to 6. To successfully complete the process
once you have finished this registration, you will need to achieve
the following.

Complete and pass a physical fitness test.The test
standards are specified in the Administrative Handbook which is
posted in the upgrade area of the USSF-NC NCSRA Central Hub website.

Complete and pass 2 formal assessments as the center
referee by assigned state assessors and one as an assistant
referee.One assessment as referee must be on a Div. 2 adult or
higher game and the other center assessment may be on an U-17
competitive or above game.The assessment as an assistant referee
must be on Under-17 competitive or higher game or from the U.S.
Soccer list of approved games.

Attend and pass a State Referee Certification Clinic
(19 hrs training)

Complete and pass the state referee exam with a 75%
score or higher.
For Upgrade from State Referee Class 2 (06) to
State Referee Class 1 (05) the minimum prerequisites are:

You are at least 19 years old.
-
You have officiated as the center official with or
without neutral assistant referees at least 150 US Soccer affiliated
matches at the U-18 or above competitive level (No recreational
games) and at least 50 of those have been on Adult Div. I matches or
from the US Soccer list of approved games (Development Academy
games, etc.). All of these games must have been officiated using
the diagonal system of control. Any games at or above the Adult Div
I level that were counted towards your earlier upgrade can be
included in the additional 50 Adult Division I game count required
here.

You have officiated as an assistant referee (carried
a flag) in at least 50 US Soccer affiliated matches at the
competitive U-18 or higher level (including the previous 25 used to
upgrade to State Class 2 Referee).

You have been registered as a State Referee Class 2
(06) grade referee for at least 12 months.
These are the minimum prerequisites to begin the upgrade
process from 6 to 5. To successfully complete the process once you have
finished this registration, you will need to achieve the following.

Complete and pass a physical fitness test.The test
standards are specified in the Administrative Handbook which is
posted in the upgrade area of the USSF-NC NCSRA Central Hub website.

Complete and pass 2 formal assessments as the center
referee by assigned state assessors and one as an assistant
referee. All assessments must be on Div. 1 adult or higher games
or from the U.S. Soccer list of approved games.

Attend and pass a State Referee Re-Certification
Clinic (7 hrs training)

Complete and pass the state referee exam with a 85%
score or higher.
To Request an Upgrade to National Referee review the
criteria for that level on the US Soccer website and on
GameOfficials.net. Be aware that there are strict timelines which must
be followed for successful application. Once you have reviewed the
criteria and determined you qualify and are in time, continue with this
process and also contact the SRA directly.
